Abstract

There is a longstanding concern about the overrepresentation of students from low SES and ethnic minorities in special education classrooms. This article describes the challenges a teacher faces when a student’s academic problems displayed in the classroom are misinterpreted as disabilities rather than cultural differences, and provides recommendations to meet IDEA’s nondiscriminatory evaluation guidelines.
