The <em>Journal</em> is dedicated to the study of university-led economic development. The authors also argue that universities can and should play a larger role in local community and economic development by partnering with industry and government. The case is compelling and will be a useful guide for university administrators in the years ahead. This paper will change that outcome by providing qualitative frameworks and assessment aids necessary to identify regional strengths and, more importantly, provide the design tools necessary to build an improved regional economy. Doing so will provide economic developers with actionable information in the management of the regional factors over which they have the greatest influence.</p><p> </p><p>The pragmatic challenge for economic development agencies is that the regional studies necessary to evaluate the components of Porter’s Diamond are both expensive and time-consuming to create. There are currently no scalable frameworks available to aid the economic developer in ensuring they are putting their region’s resources into the building blocks of a differentiated cluster versus another one-off project. This paper describes a set of qualitative frameworks that provide the evaluation of a subset of the Porter’s Diamond structure. As design tools, the frameworks identify the missing elements, and then assess the impact and plausibility of acquiring these missing elements. As a result, the frameworks presented in this paper will allow the regional economic development agency to approach its development from a strategic, systems perspective. A review of each UC’s activities reveals a diverse, and often specialized, expertise for UCs that reflects and integrates best practices in economic development. Older UCs more often focus on traditional economic development activities, such as technical assistance to organizations in their service region, while newer UCs reflect learning and best practices by focusing on entrepreneurship support, targeted commercialization of research, workforce development, and business counseling associated with Third Wave strategies. This work informs not only the scholarly community about the depth and diversity of the UC program, but also economic development practitioners who may work with UCs on economic development initiatives.</p> G. It is a narrative review of seven incubator feasibility studies, one of which is directed by the author. The purpose of the article is to outline the common elements of these studies, assess the goals of these studies and provide a framework by which institutions of higher education in other communities can utilize in assessing the viability of an incubator in their area. Given the sparse academic research conducted prior to an incubator’s formation, this article is meant to complement prior research that explores the operational aspects of established incubator programs and assist higher education administrators in the exploratory stages of establishing a business incubator. This article looks at seven community efforts prior to their launch of a business incubator and seeks to identify thematic areas and common processes that were used to determine whether or not sufficient conditions existed to warrant the establishment of a new business incubator.
