Abstract
The training program analysis began in March 2018 and was concluded in February 2019. It included three components: (1) stakeholder interviews to gather training information on the divisions, (2) a competency analysis to better understand the current classifications and knowledge, skills, and abilities within each division, and (3) identification of existing training opportunities. The study participants comprised MCP leadership and division leaders in Administration and Operations as well as M-NCPPC’s Central Administrative Services’ Employee Services and Information Technology divisions. Information regarding stakeholder visions and goals for the workforce, training concerns and needs, budgets for training, existing training, and existing competency frameworks were analyzed for fit, appropriateness, and currency. Through analysis of this information, a better understanding of training in Montgomery County Parks was able to be determined and 21 recommendations to improve training and development were proposed to better meet the needs of employees and the organization.
The second phase of the research, the training gap analysis is the focus of this report.
