Description
This report, prepared by Indiana University’s O’Neill School of Public and Environmental Affairs Capstone Class 12788, examines homelessness and housing insecurity in Washington County, Indiana. It highlights the challenges of identifying rural homelessness, which often remains hidden through practices like “doubling up,” and critiques the limitations of current data collection methods such as the Point-in-Time count. Drawing on stakeholder interviews, school data, and best practices, the report proposes a three-part strategy: creating a by-name list to improve data accuracy, forming a community task force to coordinate services, and establishing a Help Hub to centralize resources and case management. The document also reviews state and federal programs, funding opportunities, and regulatory considerations, aiming to foster a collaborative, community-driven approach to addressing housing insecurity.
