Description

This report, prepared by graduate students at Indiana University’s O’Neill School of Public and Environmental Affairs, presents a comprehensive strategy to expand access to high-quality, affordable early childhood education in Southwest Dubois County, Indiana. Through stakeholder engagement, cost analysis, and best practice research, the team recommends a phased implementation plan that includes hiring an Early Childhood Education Coordinator, expanding Pre-K offerings at Huntingburg Elementary, and developing long-term half- and full-day Pre-K programs in new spaces. The study outlines funding models combining public grants, private partnerships, and means-based tuition. It also addresses barriers such as transportation, staffing shortages, and cultural inclusivity, offering actionable solutions to improve kindergarten readiness and long-term educational outcomes. This report represents original student work and recommendations proposed by the students in SPCN-V 551 SPEA Connect Week for Southwest Dubois County School Corporation.
