Abstract
Between May and July of 2003 the Glenn A. Black Laboratory of Archaeology, Office of Cultural Resource Management, Indiana University (GBL-OCRM) conducted a Phase Ia archaeological survey of the impact area for the proposed addition of travel lanes on US 35/SR 22 highway under contract with Indiana Department of Transportation (INDOT). The survey was designed to cover an additional 10 acres of right-of-way. The original archaeological survey for the project was conducted by GBL-OCRM under contract with INDOT in July and August 2000 (Fishel and Parish 2000). The proposed APE comprises approximately 10 acres and is located in Howard County, in Center and Liberty townships between Kokomo and Greentown, Indiana (Figure 1). Background research and field survey were conducted to: (1) identify and document all cultural resources in the project area, (2) provide an evaluation of National Register of Historic Places (NRHP) and Indiana Register of Historic Sites and Structures (IRHSS) eligibility for all identified cultural resources within the project corridor; and (3) provide recommendations for mitigation if avoidance of NRHP or IRHSS-eligible sites is not possible. The survey was conducted in compliance with Section 106 of the 1966 National Historic Preservation Act (as amended).Visual surface inspection and shovel testing were conducted within the project boundaries. Shovel tests were excavated on a 10 m x 10 m grid within the proposed APE. A total of 4.6 acres was subjected to survey. Fieldwork was conducted between 13 May 2003 and 17 July 2003 by GBL-OCRM archaeologists Žarko Tankosić, Holly Hilton, Kris Suthers, Ruth Heronemus, Amy Ribick, Lauren Matisoff, Stephanie Kazmierzak, and Valentin Milkov. Twelve previously unrecorded archaeological sites were discovered during survey (Figure 3). Sites dating to the historic period, specifically the late nineteenth and early twentieth centuries, were documented as well as prehistoric sites dating to the Late Archaic and Early Woodland periods. The project area region, encompassing the Wildcat Creek drainage, a tributary of the Wabash River, was extensively occupied in the prehistoric and historic periods, as attested to by the site files for Howard County. The region has not, however, undergone systematic, problem-oriented research and the areas that have been surveyed have been defined by development projects rather then research questions. It is clear that modern agricultural practices and development in the region has damaged and accelerated erosional processes of host landforms, particularly those on which prehistoric sites are located, limiting their potential to contribute to problem-oriented research. Due to the lack of evidence for subsurface deposits on the sites identified in the APE, owning to both erosional processes and development, it is the opinion of the GBL-OCRM that no further investigation is necessary. For this reason, archaeological clearance is recommended. However, if artifacts or cultural features, and/or if human bone, or bone that might prove to be human, are discovered during earth moving activities, the State Historic Preservation Officer at the Division of Historic Preservation and Archaeology (DHPA), Indiana Department of Natural Resources, should be contacted immediately.
