This guide is intended for anyone looking to improve their community by developing quality of place initiatives through arts and culture. The guide is written for rural communities in the state of Indiana with a population between 4,000 and 15,000 people. While the resources and partnership information are tailored toward rural communities in Indiana, the process outlined in the guide is applicable to rural communities outside of Indiana as well as other communities looking to grow their cultural infrastructure.
