Abstract
The County of St. Joseph, the City of South Bend, and the City of Mishawaka need to find
long-term sustainable funding solutions by creating funding mechanisms that directly support
the parks and recreation department budgets. The objective of this report is to provide an
overview of several successfully implemented funding mechanisms, review relevant sections
of Indiana State Code, and suggest several options that the St. Joseph County Parks
Department, the City of South Bend Parks and Recreation Department and the City of
Mishawaka Parks and Recreation Department can possibly implement.
