    Hoosier Housing Ready Toolkit: Ten Steps to Success for Rural Counties

    Communities are at different points of readiness to increase their housing stock. With guidance from the Hoosier Housing Ready Toolkit, local leaders and residents explore and determine the paths that meet their town or city's specific housing needs. The toolkit includes housing market data resources, a quality-of-place inventory, a visioning guide, local government zoning and planning information, a tax model to help communities determine the cost and benefit of new housing units, and a site identification guide, among other resources.

    Housing Supply Expansion and Local Government Finances in the Indiana Uplands

    New housing development can induce a permanent long-term change in the public finances of a community. This analysis uses the Local Development Public Finance Model to consider the effect of a 1 percent increase in residential homestead housing supply on the levies, property tax revenues, and circuit breaker credits from property tax caps on the taxing units in the Uplands region of Indiana. Two scenarios are considered: 1) The taxing units all hold their property tax rates constant by increasing their budget levies; 2) The taxing units all hold their budget levies constant and reduce their property tax rates. Randomly selecting undeveloped residential parcels and developing them to their respective county median valuations is the assumed development strategy. The results demonstrate overwhelmingly positive public finance implications through new property tax revenues and less binding property tax caps.

    Homelessness in Greene County, Indiana

    As part of Indiana University’s Center for Rural Engagement community impact process, several people and organizations in Greene County, Indiana, indicated that people experiencing homelessness is an issue in their community. There are no shelters for people experiencing homelessness in Greene County, but service providers have indicated that people experiencing homelessness are living in buildings with tarps for roofs, missing floors, and no utilities as well as in tents, cars, and campers. In order to suggest new policy and program directions appropriate for addressing homelessness in Greene County, we need data. Reliable measurement is integral to defining a public policy problem, and while measurement of people experiencing homelessness is challenging, it is even more difficult in rural areas. Unlike in urban areas, people who experience homelessness in rural areas often are unseen; they are doubling up, sleeping in wooded areas, campgrounds, cars, abandoned buildings or other substandard accommodations (Rural Homelessness, 2018). For this reason, rural homelessness is often referred to as “hidden.” Those who experience homelessness or housing insecurity in rural areas are not as obvious as people who are sleeping on the streets in urban areas. Due to lower population densities and some people living in areas that are geographically isolated, it can be difficult for rural communities to notice or consider that people are homeless (Rollinson & Pardeck, 2019; Samudra & Yousey, 2018). This research used several sources of data—primary data including surveys of individuals receiving services from local nonprofits, interviews of key stakeholders, as well as secondary data from several sources—to provide an overview of homelessness and poverty in Greene County.

    Homelessness in Lawrence County, Indiana

    In 2021, as part of the Indiana University Center for Rural Engagement’s community impact process, we developed a report on homelessness in Greene County, Indiana. Stakeholders in Lawrence County, Indiana, convened by Heading Home of South Central Indiana (a communitywide collaboration working to strengthen housing security and decrease homelessness in this region including Monroe, Morgan, Lawrence, Owen, Greene and Martin Counties) indicated their interest in a similar report for Lawrence County. To provide an overview of homelessness and poverty in Lawrence County researchers used primary data sources, including surveys of individuals receiving services from local nonprofits and interviews of key stakeholders, as well as secondary data from several sources.
