A needs assessment and benchmarking study informed the development of a plan to fund and operate a facility that meets the identified need. O'Neill School of Public and Environmental Affairs (O'Neill) assessed town priorities and developed a multi-phased implementation plan for turning residents' vision of Bloomfield into a reality.
